What is NQESH?

The National Qualifying Examination for School Heads (NQESH) is an essential assessment administered by the Department of Education (DepEd) in the Philippines. It is designed to evaluate the readiness and competence of educators aspiring to become school heads, including principals and head teachers. Passing the NQESH is a critical step toward assuming leadership roles in schools and contributing to the improvement of educational outcomes in the country.

Are You Qualified to Take the NQESH?

Aspiring school heads, regardless of their current positions, are qualified to apply as takers of NQESH, provided that the applicants meet the qualification requirements and have acquired any of the following experience requirements, consistent with DO 39, s. 2007 (Modified Qualification Standards for the Positions of Head Teachers and Principals) and DO 41, s. 2006:

  • 1 year as Head Teacher, or
  • 2 years as Master Teacher, or
  • 2 years as Teacher-in-Charge (TIC), or
  • Teaching experience for 5 years as:
    • Teacher III or other positions with the same salary grade, or
    • Incumbent public school teacher who has managerial and supervisory experience in a DepEd-recognized private institution or Commission on Higher Education (CHED)-recognized higher education institution.
  • Aggregate experience as Head Teacher, TIC, Master Teacher, and Teacher III.

OIC-Assistant Schools Division Superintendent, Schools Division of Cebu Province

Dr. Victor A. Ybañez brings an unparalleled depth of expertise to LAMPARaz Review Center as one of its esteemed Resource Persons. With over two decades of experience in education leadership, he has held key positions, including OIC-Assistant Schools Division Superintendent and Chief Education Supervisor in the Schools Division of Cebu Province.

A three-time doctorate holder (PhD, EdDD, DM) and Career Executive Service Eligible (CESE), Dr. Ybañez is recognized for his achievements in educational innovation and leadership. He has served as a public school district supervisor, university dean, and social studies teacher both locally and internationally, including teaching in the United States and volunteering as a special education advocate.

Dr. Ybañez’s extensive credentials include:

  • Author of Special Education, Legal Terms, Words & Phrases (published internationally in 2009).
  • Awards such as Most Outstanding Educator and Outstanding Alumnus.
  • A wide range of training in leadership, management, and education, amounting to over 350 hours of professional development.
DR. CASIANA PARMISADO CABERTE, Ph.D., CESO VI
Schools Division Superintendent

Dr. Casiana Parmisado Caberte is a distinguished leader in education, currently serving as Schools Division Superintendent for the Division of Bohol. With a Doctorate in Educational Management and a Master’s in Administration and Supervision from the University of Bohol, she brings a wealth of academic and practical expertise to her role as a Resource Person at LAMPARaz Review Center.

Her career spans over four decades, including roles as a Master Teacher, Principal, Public Schools District Supervisor, and Assistant Schools Division Superintendent. Dr. Caberte has also been a recipient of prestigious awards such as the President Carlos P. Garcia Excellence Award for Education and the Most Outstanding Third Level Official in Region VII.

As an accredited national trainer and an expert in instructional leadership, she has led training programs on K–12 implementation, disaster risk reduction, and curriculum development. With her exceptional credentials, extensive experience, and dedication to education, Dr. Caberte provides unparalleled insights and mentorship to aspiring school leaders preparing for the NQESH.

JOY BORBANO SALDAŇA, EdD
Education Program Supervisor in Science
Schools Division of Calbayog City

Dr. Joy Borbano Saldaña is a highly accomplished Education Program Supervisor in Science for the Schools Division of Calbayog City. With a Doctorate in Education Administration and a Post Doctorate in Curriculum and Instruction from the Philippine Normal University, she is an expert in curriculum development, instructional leadership, and science education.

Dr. Saldaña has over two decades of experience as a Master Teacher, Science Program Coordinator, and school head (designate). She is a recipient of numerous awards, including Division Most Outstanding Science Teacher (multiple years) and Most Outstanding Division Supervisor in 2020 and 2022.

A respected speaker and contributor, Dr. Saldaña has served as a National Writer for Culture-Based Lessons in Science and a National Evaluator for DepEd’s Self-Learning Modules. Her expertise spans topics such as culture-based education, curriculum delivery, research, and assessment strategies, making her an invaluable Resource Person for the NQESH program at LAMPARaz Review Center.

Dr. Milaner Reyes Oyo-a is a visionary leader in education, currently serving as Principal IV at Calbayog City National High School in the Schools Division of Calbayog City. A National Educators Academy of the Philippines (NEAP) Learning Facilitator, he brings unparalleled expertise in educational leadership, curriculum development, and instructional innovation.

Dr. Oyo-a holds a Post Doctorate in Educational Leadership and Management from the Philippine Normal University and graduated Cum Laude with a Bachelor’s in Secondary Education, majoring in Physics and Chemistry. His illustrious career includes roles as Master Teacher and Senior Education Program Specialist in Planning and Research.

Recognized for his excellence, Dr. Oyo-a has earned numerous awards, including Regional Most Outstanding Principal (2024, 2023, 2022, 2021) and National Champion in Research for Teachers. ATTY. RUSSEL SOLIANO PERNITES

Atty. Russel Soliano Pernites is an accomplished legal professional with extensive experience as a practicing lawyer, notary public, and law instructor. Currently a Partner Lawyer at BPB Law Offices in Cebu City, he also serves as a Law School Instructor at the University of Southern Philippines Foundation, where he shares his expertise in legal education.

Graduating Cum Laude from the University of the Philippines with a degree in Political Science, Atty. Pernites went on to earn his Juris Doctor from the University of San Carlos. He has also completed prestigious certifications, including the Law Educators Certification Program (LECP) and Data Protection Officer Training, demonstrating his commitment to excellence in both practice and teaching.

ATTY. ESTER A. FUTALAN, Ed.D

Atty. Ester A. Futalan brings decades of educational leadership and expertise to LAMPARaz as a distinguished Resource Person. Currently serving as OIC-Schools Division Superintendent of DepEd SDO Canlaon City, she has risen through the ranks from Teacher I to district and division leadership roles, showcasing her dedication to educational excellence.

With a strong academic background, Atty. Futalan holds a Doctorate in Educational Management and a Juris Doctor degree. She passed the 2021 Bar Exam and has earned numerous accolades, including the 2025 PNU Gawad Sulo for Eminent Alumni and recognition as Most Outstanding 3rd Level Official in Region VII.

Dr. Leah Bueno Apao is a highly respected leader in education, currently serving as Director III of the National Educators Academy of the Philippines (NEAP). A Career Executive Service Officer (CESO) VI, she has dedicated her career to advancing teacher and school leader development nationwide, including serving as the National Focal for Training on the MATATAG Curriculum.

With a Doctorate in Education major in Educational Management and a Master’s degree in Education from Cebu Normal University, Dr. Apao brings academic excellence and deep expertise to her roles. Her extensive career spans positions as Teacher III, School Principal, Education Program Supervisor, Assistant Schools Division Superintendent, and now a national-level leader at NEAP.
